Shale boom turns North Dakota into No. 3 oil producer

NEW YORK (Reuters) - North Dakota has overtaken California as the third-largest U.S. oil-producing state, as the controversial fracking technology boosted shale oil output and cut the Midwestern state's unemployment rate to the lowest in the country.

The shale oil boom could be a recurring theme during the U.S. presidential campaign this year with both parties debating how to create and sustain energy-related jobs and reduce the top oil consumer's dependence on imports.

Republican nominee Mitt Romney has appointed the chief executive of a major producer in the Bakken shale rock formation -- Continental Resources' Harold Hamm-- as his energy advisor.

The state's January oil output rose to 546,050 barrels per day (bpd), up 59.2 percent from a year earlier, after output in the Midwest state's Bakken and Three Forks shale prospects rose some 11,000 bpd to a record 480,700 bpd, data from the North Dakota Industrial Commission showed on Thursday.

Mild winter weather and a ramp up in well completion work, including the controversial process of hydraulic fracturing, used to extract the oil from shale rock, led to the rise in output.

This compares with California's average crude oil production of 537,500 bpd throughout 2011, the last period for which data is available.

North Dakota, located along the Canadian border, has upended the U.S. oil market since 2007 and its output has eclipsed that of OPEC member Ecuador thanks to advances in horizontal drilling and hydraulic fracturing. Production has doubled in the three years since 2009.

Meanwhile, California's oil production has declined over the past few years and was an average 14,000 bpd lower in 2011 compared with the previous year.

Texas is the largest producer of oil in the United States, followed by Alaska.

OIL RUSH BLUES

The oil boom has arrived with its perks and troubles. North Dakota's unemployment rate in December was the lowest in the nation at 3.3 percent. Oil companies say there are more jobs than people in North Dakota.

As it is, the state is teeming with field hands who followed drilling rigs into the once-agrarian state. They crowd camps or sleep in their cars while the housing stock struggles to catch up with their influx.

The oil boom has also led to a surge in construction projects across the state.

Residents complain the crime rate has gone up, a fact law enforcement officials say is driven by the increasing population.

"More people means more crime. It's definitely gotten busier around here," said Cory Collings, head investigator with the Williston Police Department.

"I see license plates from all 50 states in the United States. We got people here from Alaska, and they have oil there," he added.

Another problem that accompanied the surge is traffic volume on the streets. Collings said it took him eight minutes to get to work a year ago. Now, he has to drive 30 minutes before he gets to fight crime in the boom town.

Congress debates rise in gas prices _ again

WASHINGTON (AP) ? Congressional Republicans and Democrats are again battling over rising gas prices. At a hearing Wednesday, Republicans and oil industry leaders called for more U.S. production, while Democrats focused on conservation and the role of Wall Street speculators.

Jack Gerard, CEO of the American Petroleum Institute, told a House energy panel the nation has vast energy resources that aren't being fully tapped. New leasing on federal lands is down by 44 percent, and the number of new wells drilled is down 39 percent, Gerard said.

And while President Barack Obama calls for "all-of-the-above" energy approach, he has threatened the oil and gas industry with billions of dollars in tax increases, Gerard said.

"Mr. Chairman, this is sending the wrong message to the global markets. This needs to change," Gerard said, referring to Obama's call to end tax breaks and government subsidies for the oil and gas industry that average about $4 billion a year.

Democrats said oil production has increased since Obama took office. They blamed the recent spike in gas prices on tensions in the Middle East and speculation by Wall Street investors.

Oil prices rose above $105 a barrel Wednesday, up from $75 in October, because of diplomatic tensions with Iran, a major oil producer, and as U.S. economic indicators including employment have slowly improved over the last few months

Gas prices have jumped 48 cents since Jan. 1 to an average $3.76 per gallon.

Rising gas prices have become a concern at the White House, where Obama aides worry they could hurt an economic recovery that has been improving and also harm the president's re-election prospects.

Rep. Fred Upton, R- Mich., chairman of the House energy panel, said Obama has recently "begun to say some of the right things about high gas prices, but he continues to do all of the wrong things."

While Obama boasts that domestic drilling is up, he neglects to mention that most of the increase is on private and state-owned lands, Upton said, noting that the Obama administration has canceled oil leases on federal lands.

Rep. Henry Waxman, D-Calif., said GOP calls to increase drilling were all-too familiar.

"We've seen this movie before," Waxman said. "The reality is that gas prices have risen because of global markets."

Waxman and other Democrats said the best way to combat rising oil prices was to reduce U.S. dependence on oil. "There's no silver bullet," he said.

Retail gas prices are at their highest levels ever for this time of year despite ample supplies and declining demand. That's because tension in the Persian Gulf has kept crude oil prices around $100 per barrel for most of the month.

Analysts say oil prices are likely to remain at those levels until there is more clarity about what will happen in the Gulf, where Iran has threatened to close the Strait of Hormuz if the U.S. and other countries impose more sanctions on its nuclear program.

Iranian imports are banned in the U.S., but Iran supplies 2.2 million barrels per day to the rest of the world, mainly Asia and Europe.

Obama was traveling to a North Carolina truck plant Wednesday, where he was set to outline incentives to promote development of more fuel-efficient cars and to make it easier for people to buy and operate next-generation vehicles.

Obama is proposing a $1 billion incentive for local communities to encourage greater use of fuel-efficient technologies, such as more charging stations for electric vehicles. Obama has called for 1 million plug-in vehicles on American roads by 2015.

Chrysler recalls 210,000 Jeep SUVs for corrosion issue

DETROIT (Reuters) - Chrysler is recalling nearly 210,000 Jeep Liberty sport utility vehicles due to potential problems resulting from excessive corrosion that could lead to a loss of control by the driver.

Chrysler, which is controlled by Fiat , is recalling the estimated 209,724 Jeep SUVs from model years 2004 and 2005. Some may be equipped with rear lower control arms that can fracture due to corrosion caused by road salt used in certain states, according to documents filed with the National Highway Traffic Safety Administration.

Chrysler is not aware of any accidents or injuries related to the issue, NHTSA said.

The recall is expected to begin by the end of April and the rear lower control arms on all affected vehicles will be replaced, according to NHTSA.

NHTSA said it opened a preliminary evaluation of the issue in April 2011 based on nine complaints about fractures due to excessive corrosion. The probe was upgraded to an engineering analysis in September 2011.

The cars affected in the recall were originally sold or are currently registered in Connecticut, Delaware, Illinois, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, West Virginia, Wisconsin and Washington, D.C., according to the documents.
