WELLINGTON (Reuters) - New Zealand's Fonterra, the world's largest dairy exporter, on Saturday said it had found a bacteria which can cause botulism in some of its dairy products, prompting China to issue a recall of affected products.
New Zealand authorities said they were holding back some widely used infant formula products from supermarket shelves.
Fonterra said it had sold New Zealand-made whey protein concentrate contaminated with Clostridium Botulinum to eight customers, including food and beverage companies and animal stock feed firms, for possible use in infant formula, body building powder, and other products.
The Ministry of Primary Industries said that it had been told by Fonterra that the products in question were exported to Australia, China, Malaysia, Vietnam, Thailand and Saudi Arabia.
China, which imports the majority of its milk powder from New Zealand, asked domestic importers to recall any products which may have been contaminated by the bacteria, and ramped up scrutiny of New Zealand dairy products coming into the country.
This is the second dairy contamination issue involving New Zealand's largest company this year. In January, Fonterra said it had found traces of dicyandiamde, a potentially toxic chemical used in fertilizer, in some of its products.
The announcement comes as Fonterra is planning to launch its own branded milk formula in China, five years after its involvement in a 2008 scandal in which melamine-tainted infant formula killed at least six and made thousands ill.
Fonterra said that it was up to companies to announce recalls, adding that none had done so yet. It would not comment on the level of contamination found in the whey protein product.
"At this stage, no product recalls have been announced," Fonterra said in a statement. None of its own branded products were affected, it said.
It also said that of the eight companies affected, three were food companies, two were beverage companies and three manufactured animal stock feed.
Chinese state radio said Fonterra was notifying three Chinese firms affected by the contamination.
China's product safety agency said it had asked New Zealand to take immediate measures to "prevent the products in question from harming the health of Chinese consumers".
"The administration has also asked importers to immediately recall any possibly contaminated products and has required all local quarantine and inspection bodies to further strengthen inspection and supervision of New Zealand dairy products exported to China," the General Administration of Quality Supervision, Inspection and Quarantine said in a statement.
Clostridium Botulinum is often found in soil. The Fonterra case was caused by an unsanitary pipe at a processing plant.
The bacteria can cause botulism, a potentially fatal disease which affects the muscles and can cause respiratory problems. Infant botulism can attack the intestinal system.
The Ministry of Primary Industries said five batches of Karicare formula manufactured in New Zealand for babies aged six months and older were produced using the contaminated product.
Karicare is made by Nutricia, which operates in New Zealand, and supplied by Fonterra. The brand is popular in China.
The MPI said it had been informed by Nutricia that one batch was on a ship, another was in storage in Australia, while the remaining three were in a warehouse in New Zealand.
All of these products would be held back from the market and the MPI advised against using them.
"Since the levels necessary to cause illness are small, our focus now is on establishing whether any product available in markets is affected at all," an MPI spokesman told Reuters.
FONTERRA CHIEF TRAVELS TO CHINA
Fonterra is a big supplier of wholesale milk powder to Chinese dairy firms and also supplies multinational food and beverage companies.
It said there had been no reports of any illness linked to the affected whey protein, and that fresh milk, yoghurt, cheese, spreads and UHT milk products were not affected.
The company said that Fonterra CEO Theo Spierings would travel to China from Europe at the weekend to discuss the issue.
The announcement comes as China has started to tighten dairy import regulations to improve overall food safety standards. In recent weeks, Beijing has introduced regulations restricting the operations of smaller infant formula brands.
Foreign branded infant formula is a prized commodity in China, where consumers are distrustful of domestic brands given a series of food safety scandals. This has created a lucrative market for foreign brands, including global heavyweights Nestle, Danone and Mead Johnson.
While Fonterra is a major supplier of bulk milk powder products used in formula in China, it has stayed out of the branded space after the melamine incident. It had held a stake in Chinese dairy company Sanlu, which collapsed after it was discovered to have added melamine to bulk up formulas in 2008.

About a week or so ago I got a huge box full of Padres memorabilia in the mail from RJ's Fro. He just sent it out of the goodness of his heart, and when I say it was huge I mean it. He had told me he was going to send some cards and a John Kruk mini-bat but I had no idea what I was in for. There were tons of cards, literally a dozen posters, hats, pins, a clock (!), a beach towel, and even more. You name it and it was probably in that box, but I'll get to that other goodness at a later date; right now I'm going to focus on one of the things he included. Well, ten related things he included:
That's Blueprint: The Official Playbill of the San Diego Padres, but you already knew that. 'Fro sent ten recent issues and I leafed through one of them until I got to the Petco Pet Profile. I read it and then immediately flipped to the Pet Profile in every other issue. Each one features a Padres player or someone related to the team with their pet and a series of questions about their pet. The thing is, all of their pets are dogs! I mean, I'm all about some pwetty wittle puppies, but come on. Show cats some love.
Are dogs seriously that much more popular than cats? In the interest of fairness to cats and cat people, I'm going to answer the typical Pet Profile questions about my cat. I might not be as rad as a Chris Denorfia or a Tim Stauffer, but Cora is just as cool as their tongue-wagging ankle-biters.
How old is Cora and how did you get her?
She's three and I got her at a bodega. No lie. I went to a convenience store to get some morning beers and there was a cage of free kittens by the door. Of course there was. The place was so gully that they sold loosies and "incense", so it only made sense that they were getting their cat hustle on too. She was the little runt cast off to a corner so I felt bad for her. I didn't even really like cats; it was just pretty much a pity move at the time.
How did you come up with her name?
She is named after Joey, and to a lesser extent, Alex Cora. Oddly, Alex Cora got released by the Rangers about an hour after I got her and named her. I vaguely recall that Dagwood Bumstead's boss's wife's name was Cora, but that didn't really play into it.
Athletes often follow strict diets for performance. Do you do anything special for her diet?
Not really. She's spoiled when it comes to food, though. She always has two kinds of dry foods out along with a can of wet food. Also, she doesn't trifle with tap water.
What is her favorite snack or treat?
Like Huston Street's French Bulldogs Major and Mia, she goes nuts over cheese. It's not the best thing in the world for a cat so I only let her have it very sparingly. She loves yogurt so much that I can't eat it anymore because she won't leave me alone when I do. Last time I ate yogurt, I had to shut myself in the bedroom and it just wasn't worth it.
How would you describe her personality?
The same way anyone would describe their pet's personality, I guess. Loving sometimes, playful others. Incredibly loyal and fairly clingy.
Do you have any hobbies that involve your pet?
We like to play ball. I'll roll it to her and she'll dive for it and roll it back. She's a natural!
What's the funniest thing your pet does?
She stands on two legs to get me to pet her if she hasn't seen me for like ten minutes, but that's more precious than it is funny. It's pretty hilarious when she "swims" on the carpet; she just lays on her side and drags herself with her front paws.
Last but not least, does she have any Padres gear?
Like bullpen catcher Justin Hatcher's boxer Diesel, she has a Padres ball she plays with but nothing she wears.

Australia said yesterday its budget deficit has blown out to A$30 billion (US$26.6 billion) and revenues are shrinking, as it unveiled a preelection mini-budget that includes a controversial plan to tax bank deposits.
The government also cut its growth outlook for the fiscal year to June next year as the mining-driven economy grapples with a Chinese slowdown that has seen prices of commodities tumble.
With national polls approaching, Australian Treasurer Chris Bowen said tough conditions had seen a further A$33.3 billion wiped off revenue estimates over the next four years. This, he said, had forced the ruling Labor party into A$17.4 billion of ?responsible savings.?
The statement?s release added to speculation that Australian Prime Minister Kevin Rudd could call an election as early as this weekend, having now outlined fresh budget numbers, as well as new policies on a raft of key issues.
The government also upped its forecast unemployment rate for the 2013-2014 fiscal year by 50 basis points to 6.25 percent.
However, while the budget deficit for this fiscal year had ballooned from the A$18 billion forecast in the May budget, Bowen stuck to the government?s plan to return a surplus in 2016-2017.
He said the fall in commodities prices sparked by weakening growth in key export market China meant Australia?s economy would grow 2.5 percent from last month to June next year, slower than the 2.75 percent forecast in May. It is expected to rise to 3 percent for the 2014-2015 fiscal year.
?The transition in the resources sector from a record investment boom to strong growth in production and exports is currently under way,? he said. ?This will mean that non-mining sectors of the economy will need to lead growth in the future. This transition poses challenges for the economy.?
AMP chief economist Shane Oliver said he was stunned at the scale of the deficit and speed at which it had worsened.
?I?m shocked by how much it has deteriorated,? he said, adding that the promised return to surplus has been repeatedly delayed.
?We seem to keep pushing out the return to surplus and the return to surplus gets steeper and steeper as time goes by,? he said.
In a bid to plug its revenue shortfall the government this week announced a plan to hike tobacco taxes by 12.5 percent per year over the next four years, to raise more than A$5 billion.
And yesterday, Bowen said he will also tax bank deposits up to A$250,000 at 0.05 percent from 2016, raising a forecast A$733 million in the first 18 months.
Bowen said the cash would go into a new Financial Stability Fund, but will be counted as revenue in the budget, to protect savings in the event of a bank collapse.

Earlier this week negotiations between CBS and Time Warner Cable broke down and for a few minutes, channels started dropping from the cable service. An extension on the deadline brought channels back quickly, but time is up once again and subscribers are being greeted by the message above. The blackout applies to CBS in New York City, Los Angeles and Dallas, plus Showtime, The Movie Channel, Flix and Smithsonian Channel nationwide. According to CBS, this is the first time it's ever been dropped from a cable system, and it has followed up with a note from Showtime claiming TWC removed the premium channel despite authorization to keep it while negotiations continue. Time Warner Cable has its own statement, claiming CBS has "refused to have a productive discussion" since the Tuesday morning extension in talks.
With the NFL season looming we'll see how long TWC is willing to push CBS.com (which some of you have reported is being blocked by CBS), Aereo and antennas as alternative solutions in these major markets and whether CBS is willing to live without the viewership. Update: TechCrunch has a statement from CBS confirming it's blocked Time Warner Cable customers from streaming full episodes. This is similar to Fox blocking Cablevision subscribers on Hulu during a carriage dispute in 2010, although that turned out to be short-lived.

LOS ANGELES (AP) ? The Academy of Motion Picture Arts and Sciences isn't as much of an old-boys' club as it used to be.
The group named two women to prominent positions this week, including Friday's announcement that Ellen DeGeneres will host the 2014 Oscar show. Earlier in the week, the academy's board of governors elected Cheryl Boone Isaacs president, the first African-American to hold the post and the first woman in three decades.
In June, the organization invited 276 new members to join ? 100 more than the previous year and arguably its most diverse slate ever.
Could this be in response to the 2012 Los Angeles Times study that stung the academy by pointing out what many suspected: Hollywood's pre-eminent film organization is a mostly white, male group?
"This is all in the shadow of Dawn Hudson's appointment as C.O.O. last year," said awards expert Tom O'Neil. "The academy is making an extraordinary effort to embrace women and minorities, and be (more) inclusive."
Other industry watchers say these visible appointments are part of the academy's continuing effort to shed its old-boy image ? one that may have been reinforced last year by Seth MacFarlane's sexist humor and the departure of short-lived Oscar producer Brett Ratner after publicly making homophobic remarks.
"If you wanted to pick somebody that would tacitly or implicitly be an absolute rejection of the bad behavior of the last couple years, what could be a better way to distance yourself from that than to pick the most famous and popular lesbian entertainer in the world?" said Scott Feinberg, an industry analyst for The Hollywood Reporter.
Such prominent academy appointments for Hudson, DeGeneres and Boone Isaacs send a message to women interested in making movies.
"This is the kind of leadership and these are the kinds of examples that stand out for those women who will follow," said Cathy Schulman, president of Women in Film. "This is what gives people hope and encouragement."
DeGeneres is also a proven commodity. She successfully hosted the Oscars in 2007, drawing almost as many viewers as MacFarlane did last year.
"The academy doesn't want to take any chances with the performance skills of the host," O'Neil said. "This is a good, smart choice that will put the focus back on the content of the show, rather than will the host crash and burn."
Craig Zadan and Neil Meron, who produced the 2013 telecast, are returning for next year's show. O'Neil notes that the veteran producers are also openly gay and vocal supporters of gay rights.
DeGeneres, 55, has developed a devoted following with her 10-year-old daytime talk show, which can serve as a built-in platform to promote the Academy Awards.
Boone Isaacs, the academy's new president, is a veteran marketing executive and longtime academy member and governor.
"She's a very worthy candidate regardless of what she looks like," Feinberg said. "But the fact that she is a relatively younger African-American woman and that's the face of the academy, that's a significant symbolic thing."
For real change, these appointments can't just be exceptions, Schulman said, but "exceptions converted into the norm."
"Change happens when the numbers increase," she said. "Change doesn't happen overnight, but it was long overdue that the academy made some appointments like this."
Among the diverse new members invited to join the academy are Prince, Jennifer Lopez, writer-director Ava DuVernay, Sandra Oh, Paula Patton and songwriter Siedah Garrett.
DeGeneres, Boone Isaacs and the Oscar producers were not available to comment on this story.

Though MediaTek had no comment on that, it claimed earlier that all eight cores in its upcoming CPU can operate at the same time to improve stability and battery life -- unlike the Exynos 5's big.LITTLE configuration, for instance. Whether you agree with Chandrasekher or not, eight seems better than four, meaning most CPU outfits -- including Qualcomm -- will likely jump on the octa-core bandwagon.

14-year-olds are hoping to raise around ?1,000 for British Blind Sport by cycling from Whitehaven to Sunderland
Two Warwickshire schoolgirls are gearing up for a gruelling 140-mile cycle across England ? in a bid to raise money for blind sportsmen and women.
Lucy Abell and Camilla Dent, both year nine pupils at King?s High School in Warwick, will embark on the biggest challenge of their lives later this month.
The 14-year-olds are hoping to raise around ?1,000 for British Blind Sport, by cycling from Whitehaven to Sunderland, in just three days.
The local charity enables visually impaired people to have the same opportunities as sighted people to access and enjoy sport and recreation.
Camilla said: ?Lucy and I just fancied training for a challenge. I had done a day of the Coast to Coast route three years ago and had always wanted to do to the whole course.
?British Blind Sport is a charity which gives real help and encouragement to blind people and allows them to access a wide range of sports and sporting events.?
Lucy added: ?The charity is based locally in Leamington and both of us thought it was a really good cause. Knowing that the organisation needs all the funds it can get, has really spurred us on doing our training.
?The combination of that and watching the Tour De France has helped us put the miles in over the last few weeks so hopefully we will be fully prepared.?
British Blind Sport is based at Tachbrook Park and was founded in 1976. Over the years it has become the leading voice for visually impaired people in the world of sport and leisure across the UK.
Its senior fundraiser Lucy Shepherd, said: ?We are so grateful to anyone who takes part in an event to raise money for British Blind Sport. We do get people of all ages taking part in a wide range of events and it?s great to hear that Camilla and Lucy have organised this cycle ride from coast to coast.

"Our Nixon" examines the President through the lenses of his trusted lieutenants, H.R. Haldeman and John Erlichman, who shot home movies in the Oval Office.
For a while, it looks like ?Our Nixon? will give us a different perspective on one of the most documented men in modern history, the late President Richard M. Nixon.
Right around the time it hits Watergate, though, it falls onto a familiar path, concluding he planted the seeds of his presidency?s own doom.
We sort of knew that.
?Our Nixon? promises early to see Nixon?s White House years ? literally ? through the lenses of his trusted lieutenants, H.R. ?Bob? Haldeman and John Ehrlichman.
Both are dead now, as is Nixon. Their lenses live on. Long before iPhones, both were compulsive filmers, shooting more than 500 reels of Super 8 home movies while they worked in the White House.
The filmmakers weave excerpts in with contemporary news footage and commentary, as well as audio excerpts from the notorious Oval Office taping system.
Those tapes, which Nixon envisioned as a record of his legacy, turned into the smoking gun that shot him right out of the Oval Office. ?Our Nixon? wryly acknowledges this with an excerpt where aide Alexander Butterfield first explains to Nixon how the voice-activation system works.
?Our Nixon? has glimpses like that. He rails about ?glorifying homosexuality? on ?All In the Family.? Grainy footage from his famous trip to China suggests his excitement at how he was going to amaze his friends and stun his enemies.
Seems he thought that way a lot, and soon ?Our Nixon? slides into a catalog of the neuroses that triggered his downfall.
This is all instructive and valuable. It just feels redundant.
Perhaps little or nothing on the home movies lent itself to a richer portrait. Nixon was so guarded, that?s entirely possible.
But there?s a fuller story waiting to be told.

A union representing 12,000 federal immigration workers has warned House Republicans against legalizing young undocumented workers by arguing that workers lack the resources and staffing to achieve such a task.
The union is made up of employees of U.S. Citizenship and Immigration Services???the agency that files immigration paperwork.
?I cannot stress enough how ill-equipped USCIS is to engage in the sort of far-reaching plans before Congress right now,? wrote President of the Citizenship and Immigration Services Council Kenneth Palinkas.
The letter was addressed to House GOP leaders, especially House NAjority Leader Eric Cantor and Judiciary Committee Chairman Robert W. Goodlatte, who said they would legalize Dream Act immigrants.
DREAMers are those who are under the age of 16 and were brought to the United States illegally. They are also considered the most sympathetic immigration cases.
The GOP is facing pressure from business owners and party donors, however, to pass a bill soon. On Tuesday, nearly 100 donors and major officials from the Bush administration wrote to House Republicans pleading for them to pass a bill legalizing illegal immigrants. If passed, the GOP could gain support from immigrant voters and help boost the economy.
Instead of complying with the Senate bill, Palinkas suggested that the House ?work with USCIS adjudicators to produce responsible reforms that enhance the integrity and security of our immigration system.?
